• There is a lack of truck drivers due to quarantine concerns as city is still on the high-risk list. Cargo movement in this area has slowed down and shipping delays will be expected.

Xiamen

• Lockdowns were imposed in parts of Xiamen, south-eastern province of Fujian, China after numerous Covid-19 cases were detected in the city (see link here).
• Tong’an district in Xiamen has been closed off since Sep 16, and only epidemic prevention related vehicles can pass through. All factories in this district are impacted. Cargo delivery from this area has temporarily ceased until further notice.
• Terminal and APLL warehouse operations remain as per normal. However, drivers need to present a 48-hour negative nucleic-acid testing report before they can enter these areas.

CFS operators and their truckers are impacted by the slow turnaround time due to reduced appointment slots available:

• Outbound productivity of laden return for CFS operators to YICT has been reduced from 3-4 containers per truck per day to only 1 container per truck per day
• Inventory at various CFS facilities has increased and inbound receiving efficiency has dropped below normal level
• Potential delays occur for CFS shipments due to YICT new truck appointment constraint

We expect the situation to last for a while since demand for transportation to all the ports has increased and the market capacity is limited. To overcome this situation, our account teams are reaching out to our customers to discuss alternative solutions for their CFS shipment.

As reported across media outlets, Hurricane Ida has made its way up the U.S. Eastcoast and has hit the Northeast with a deluge. New Jersey, New York, and Pennsylvania experienced record flooding, power outages, and wind damage. The governors of New Jersey and New York have declared states of emergency.

Please note that transportation will be delayed, and as of this morning, access roads to and from the Port of New Jersey/ New York terminals have been closed.

As reported across media outlets, Hurricane Ida made landfall in Louisiana on Sunday, causing widespread power and telephone outages in the New Orleans metro area – affecting 911 services as well.

The Port of New Orleans remains closed today (Monday, August 30, 2021). It is reported that the Port of NOLA has experienced minor damages. However, the US Coast Guard must assess navigation along the Mississippi River before vessels are permitted to move. Local crews members are strained as they struggle to get their homesteads secure before returning to work.

• Ho Chi Minh City (HCMC) has been given a “hard deadline” to control the pandemic by September 15, 2021 (see here).
• The adjacent provinces (such as Binh Duong, Long An, Dong Nai) are expected to open up by end August but subjected to prevailing COVID-19 situation. Many factories and facilities are typically located outside of HCMC, including our CFS facility.
• APLL continues our appropriate COVID-19 precautionary measures in our warehouse/ flow center.
• The overall supply chain is functional, but with limited manpower for trucking, ports, ICDs, etc.

The ports around Ho Chi Minh City and Haiphong remain fully operational. All APLL employees are currently working from home.

Please be advised that on Wednesday, July 28, 2021, the Border Services Officers (FB) bargaining unit has voted in favor of a strike.

According to industry communications from the CBSA:

As early as the first week of August, CBSA Border Services Officers, represented by PSAC, will be in a legal strike position as a result of an impasse in negotiations between their union and the Government of Canada.

Ninety percent (90%) of Border Services Officers have been identified as essential, meaning that they will continue to offer essential services if there is a strike. We expect that our officers will fulfill their duties with the highest level of integrity and professionalism.

CBSA operations will carry on as planned as the Agency continues to ensure the safety and security of Canadians while maintaining the flow of goods and services across the border. However, travelers and businesses could experience an increase in border wait times, picketing outside CBSA premises, and wearing union-related accessories. The CBSA has been actively working to plan for these situations and has developed mitigation strategies to ensure operations will continue.

The CBSA will respond quickly to any job action or work disruption in order to maintain the safety and security of our border, ensure compliance with our laws, and keep the border open to facilitate the flow of legitimate goods and travel.
